DPR-20~ entitled, "Reporting Related to NPDES Permits and State Certifications," states that copies of reports to the State of Michigan indicating violations of NPDES permits are to be sent to the NRC.
Our April 17, 1985 letter to the NRC states that we will comply with sections 3.2 and 5.4.2 of Appendix B of the Palisades Technical Specifications, by submitting all NPDES permit violations and reports of Oil Salt or Polluting material loss on a semi-annual basis within 30 days from April 30 and October 31.
During the period from November 1990 through April 1991, one NPDES state notification and the reporting of one spill were required. Also during this period two other one time use state permits were obtained to support special plant evolutions. Attached is a copy of the NPDES permit violation and spill notification, a summary of the two one-time use state permits and a summary of actions that the plant has recently completed to upgrade our septic systems.

SUMMARY
OF PLANT SYSTEM UPGRADES 1
During this period (November 1, 1990 to April 30, 1991), there was one NPDES notification reported to the Michigan Department of Natural Resources (MDNR).
The reported incident occurred on November 18 and 20, 1990 during the aquifer pump test for the removal of groundwater at the old North Fuel Depot.
Two effluent test sample analyses show that Trichlorethylene discharge permit concentrations were exceeded during the test. The incident was attributable to poor performance of the temporary air stripping tower, which will be remedied before the system is made operational.
The violation was reported to the MDNR on December 18, 1991, following receipt of analysis of discharged groundwater samples, completed by an outside vendor.
The correspondence to the MDNR is attached.
During this reporting period also there was one reportable spill.
On Thursday, December 6, 1990 at 11:00 am, a spill of hydraulic oil caused by the rupture of an oil line on a boom crane occurred.
The spill was near the plant's main transformers. There was a loss of approximately 25 gallons of hydraulic oil. Immediate cleanup of the spill was initiated following the incident.
The bulk of the oil was pumped into a storage drum.
The sand that contacted the oil has been removed and will be disposed of properly. There was no contact with surface or ground waters. Attached is a copy of the follow up state notification.
Other activities related to NPDES permits and state control of water resources:
1). A request was submitted to the MDNR for their review of a modification to the Palisades NPDES permit, MI0001457, for a zebra mussel control. This request was transmitted to the NRC by letter dated April 16, 1991.
2). An authorization for a one time discharge of Rhodamine WT was obtained from the MDNR on December 20, 1990.
Rhodamine WT was to be used for leak inspection of the plant's main condenser during hydrostatic testing of the condenser if needed.
There was not a need to use this chemical during hydrostatic testing of the condenser.
3). On January 30, 1991, approval was obtained from the MDNR for a one-time discharge of Ammonia and Copper during the high pH flush of the plants secondary water system.
The purpose of the flush was to remove residual copper from the condensate and feedwater piping. This project began on February 23, 1991 and concluded on March 10, 1991.
Palisades was successful in removing 24 lbs of copper from it's secondary system via*
demineralization and filtration.
4). In our letter dated January 3, 1991, we notified the MDNR that the new, relocated sanitary drain field was placed into service as of December 19, 1990, and that two drain fields at the north end of the plant were taken out of service and filled in.
The tie to the new drain field and the closure of the two old drain areas was completed to resolve some septic system overflow problems that had occurred during the last reporting period.
