27780 Blue Star Memorial Highway, Covert, Ml 49043 May 23, 1991 Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 GB Slade General Manager DOCKET 50-255 - LICENSE DPR PALISADES PLANT -NOTIFICATION OF PLANS TO EXPAND THE PROTECTED AREA This letter is notification that Consumers Power Company's Palisades Plant will be expanding it's present Protected Area (PA), to allow for inclusion of an Independent Spent Fuel Storage Installation (ISFSI). This expansion is presently scheduled to begin approximately June 1, 1991 and be completed by approximately November 1, 1991.
It is our intent to complete the PA expansion and associated security system and equipment installation outside of the present PA to avoid any periods when the PA barrier or Intrusion Detection Systems (IDS) would be degraded or out of service.
When work has been completed and all systems and equipment tested, the affected portion of the present PA barrier and IDS will be deleted as necessary, and the new expanded PA barrier and IDS will become effective.
Based upon this plan no extended compensatory measures are expected.
If plans change such that the PA barrier or the ID would be degraded or out of service requiring compensatory measures of thirty days or more, then telephone notification to the NRC Region III office will be made.
Permanent Security Plan changes made necessary by this modification will be submitted to the NRC within sixty days of completion of the modification under the provisions of 10CFR50.54(p)(2).
