Gentlemen:

This letter refers to a routine safety inspection conducted by

Mrs. S. D. Burgess and others of this office on April 22-26, 1991.

During

this inspection, we evaluated activities at the Palisades Nuclear Generating

Plant authorized by NRC Operating License No. DPR-20.

We discussed our

inspection findings with you and others of your staff on April 26, 1991.

The enclosed copy of our inspection report identifies specific areas examined

during the inspection.

The inspection was conducted to assess and evaluate

your support and implementation of maintenance to assure that plant

structures, systems, and components reliably perform on demand.

We evaluated

various activities to determine if maintenance was accomplished, effective,

and adequately assessed by your own quality verification process.

Within

these areas, we selectively examined procedures and representative records,

made observations, and conducted interviews with your personnel.

Overall, we concluded that implementation of the maintenance program at the

Palisades Nuclear Generating Plant was good.

Strengths included the

involvement of system engineers in the maintenance process, which resulted in

system ownership; and the System Performance Monitoring and

rework programs,

which resulted in a comprehensive evaluation of a system's "health".

Although

not significant, a weakness was noted in the lack of attention to detail in

implementing portions of the predictive maintenance program.

No violations of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Docwnent Room .
