Thank you for your ietters dated February 4 and April 9, 1991, in response.
to our December 27, 1990, letter concerning allegations of contractor
.failure to properly use procedures (review and sign off practices) due to supervisory instructions to the contrary, and contractor employee unwi 11 i ngness to raise issues to their management due to fear of reprisal. These practices.
- were alleged to be occurring at the Palisades plant (Allegation RIII-90-A-133).
In our lett~r, we requested that you investigate these matters and submit the results of your investigation to the NRC.
Your response indicated that you found no evidence to support the allegations.
Through our review and onsite inspection, we found your investigation to be.sufficient to support your conclusions and have no' additional questions regarding this matter.
We request that you retain the supporting documentation for your investigation of this allegation f&r a. minimum of one year from the date of this letter.
In accordance with IO CFR 2.790 of the Commission's regulations, a copy of this letter will be pl~ced in the NRC Public Document Room.
