RESPONSE TO NRC CONCERNS ON THE QUALITY OF REFERENCE MATERIAL USED FOR LICENSE EXAMINATION DEVELOPMENT GB Slade General Manager During the week of August 6, 1990, the NRC administered License Examinations for Palisades employees.

At the conclusion of the examination the examination questions and Consumers Power comments on these questions were discussed.

In th~ NRC's followup Examination Report dated September 14, 1990, NRC Region III staff provided their resolution of the Consumers Power comments and expressed concern regarding the quality of the reference material submitted for examination development purposes.

The NRC staff also requested that we respond in writing *regarding our plans to ensure that appropriate, accurate and detailed materials are provided for generation of future examinations.

To this end, we are committed to providing you with appropriate, accurate and detailed materials for generation of future examinations.

In reviewing the specific comments in your examination report and the materials currently available to our instructors and students, we have concluded that adequate materials currently exist.

However, these materials must be repackaged to be readily usable by NRC and contract examiners.

A sample of our repackaged materials was reviewed in a meeting with Tom Burdick and Jay Lennartz of the NRC Region III staff on November 7, 1990 and found to be acceptable. These materials are packaged by system, with each package containing the in-depth descriptions of the system or equipment operations which will provide a basis for future examination questions.

The system package we presented contained the training lesson plans, student handouts, transparencies and examination banks along with applicable Standard Operating Procedures, Off Normal and Emergency Operating Procedures, and associated FSAR and Technical Specifications. Our future examination materials will be submitted in this format beginning with the reexaminations for initial license~ scheduled for March 1991.

We appreciate your staff's attention in helping us resolve this concern.
