Kenneth W Berry Director Nuclear Licensing RESPONSE TO NRC BULLETIN 89-03, POTENTIAL LOSS OF REQUIRED SHUTDOWN MARGIN DURING REFUELING OPERATIONS (TAC NO 75442)
Nuclear Regulatory Conunission letter of November 21, 1989 promulgated NRC Bulletin 89-03, Potential Loss of Required Shutdown Margin During Refueling Operations.
This Bulletin requires a review of all refueling operations to assure minimum shutdown margin is maintained under all conditions and a written notification to the NRC upon completion of the review.
Consumers Power Company has completed the requested review for our Palisades Plant.
This review indicates the controlling procedures need to be strengthened to assure intermediate fuel assembly configurations which may be used during refueling.do not violate allowable shutdown margin requirements.
Prior to the 1990 refueling outage the applicable procedures will be revised and training will be completed to assure the concerns of the Bulletin are addressed.

CONSUMERS POWER COMPANY Palisades Plant Docket 50-255 - License DPR-20 RESPONSE TO NRC BULLETIN 89-03 At the request of the Commission and pursuant to the Atomic Energy Act of 1954 and the Energy Reorganization Act of 1974, as amended, and the Commission's Rules and Regulations thereunder, Consumers Power Company submits our response to NRC Bulletin 89-03 dated November 21, 1989, entitled, "Potential Loss of Required Shutdown Margin During Refueling Operations."
Consumers Power Company's response is dated February 1, 1990.
