LOW TEMPERATURE OVER PRESSURE PROTECTION (LTOP) - TECHNICAL SPECIFICATION INTERPRETATION Consumers Power Company (CPC) letter dated September 22, 1989 requested a Technical Specification Change to permit the installation of a variable setpoint control concurrent with the installation of larger and different type PORVs during the 1989 fall maintenance outage. The NRC informed CPC by telephone on October 10, 1989 that the Technical Specification Change Safety Evaluation cannot be completed in time to support the planned mid-November startup from the fall maintenance outage. During that telephone conversation CPC informed the NRC we would go ahead with the new PORV installation and would control the setpoints at the limits permitted by existing Technical Specifications, thus eliminating the need for an approved Technical Specification Change before startup. Additionally, CPC informed the NRC that installation of the new PORVs with LTOP setpoints programmed to existing setpoint limits would cause two minor discrepancies with the words, but not the intent, of existing Technical Specification 3.1.8. Those discrepancies are:

1) Instead of opening only the PORV pilot valves (an option listed in sections "a" and "b" of the ACTION section) to vent the PCS, with the new installation we would open, not only the pilot valves, but the main valve as well.
2) The Basis section of the existing Technical Specification states that the PORV setpoints protect the Shutdown Cooling System (SDC) from exceeding design pressure. Upon startup from the existing outage, the SDC system will be prevented from exceeding design pressure by the SDC system safety valves.

Both discrepancies were corrected in the Technical Specification Change submitted for approval on September 22, 1989.
