. rr Enclosed is a request for change to the Palisades Technical Specifications (TS).
This change reqdest incorporates the guidance provided in NRC Generic Letter 89-01 for implementation of programmatic controls for Radiological Effluent Technical Specifications (RETS) in the Administrative Controls Section of the Technical Specifications and the relocation of procedural details of RETS to the Offsite Dose Calculation Manual (ODCM) or to the Process Control Program (PCP).
Also contained within is justification for an.
exemption from the report submittal date for the Semiannual Radioactive Effluent Release Report in 10 CFR 50.36a(a)2 from 60 to 90 days.
In accordance with the Generic Letter and the Commission Policy statement for Technical Specifications Improvements the proposed amendment will:
( 1) Incorporate programma.tic controls in the Administrative Controls Section of the TS that sattsfy.the requirements of 10 CFR 20.106, 40 CFR Part 190, 10 CFR 50.36a. and Appendix I to 10 CFR Part 50, (2) Relocate the existing procedural details in current specifications involving radioactive effluent monitoring instrumentation, the control of liquid and gaseous effluents, equipment requirements for liquid and gaseous effluents, radiological environmental monitoring, and radio-logi_cal reporting details from the TS to the ODCM, (3) Relocate the definition of solidification and existing procedural details in the current specification on solid radioactive wastes to the PCP, (4) Simplify the associated reporting require111ents, (5) Simplify the administrative controls for changes to the ODCM and PCP, r--.

(6) Add record retention requirements for changes to the.ODCM and PCP, and (7) Update the definitions of the ODCM and PCP consistent with these changes.
The Palisades RETS presently do not contain requirements for explosive gas monitoring instrumentation.
Because no such requirements exist they are not being retained in the proposed amendment request.
The absence of such requirements was negotiated in the approval of Amendment No. 85, dated November 9, 1984, which incorporated the RETS into the Technical Specifications.
The procedural details covered in the current RETS, consisting of the limiting condition for operation, applicability, remedial actions, surveillance require-ments, and the bases section of the Technical Specifications for the RETS requirements have been_relocated to Appendix A of the ODCM and Appendix C of the PCP as noted above.
A change has been made to the procedural details for existing TS 6.20 (STS 6.15),
_major modifications to radioactive liquid., gaseous, and solid waste treatment systems, has been transferred to the ODCM and the PCP.
Present Technical Specification 6.20 requires special reporting to the NRC within six months of the time a safety evaluation for a major modification to the radwaste systems was reviewed by PRC.
The revised reporting requirement, now in the ODCM and PCP, no longer specifies a special report but instead requires instead reporting of major modifications pursuant to 10CFR50.59.
This change is consistent with the present Technical Specifications reporting requirement for our Big Rock Point Plant, Docket 50-155 and therefore has, in that case, already received NRC approval.
This change (found in ODCM Appendix A section V.A.l) meets the requirements of Enclosure 1 to GL 89-01 as it follows the requirements of new Specifications 6.19a(l) and (2) for changes to the ODCM and to the PCP.
Also, as required in Enclosure 1 to GL 89-01, the relocation of procedural details of the current RETS to either the ODCM or PCP have been prepared in
- accordance with the proposed changes to the Administrative Controls section of the Technical Specifications and, therefore, we request the amendment be effective upon issuance.
As further required, a complete copy of the revised ODCM is attached for NRC reference.
This Technical Specification Change Request also contains a proposal to change the reporting submittal d~te for the Semiannual Radioactive Effluent Release Report from-60 to-90 days~ This change is requested due to difficulties we - * -
have exper.ienced with our contract laboratory in obtaining results of the actual calculated strontium releases.

from the 60-day reporting submittal date in 10CFR50.36a(a)2.
An exemption is therefore requested per 10CFRS0.12 and is described within the enclosed change request.
