RESPONSE TO INSPECTION REPORT 89023 Kenneth W Berry Director Nuclear LJcensing NRC Inspection Report 89023 dated September 1, 1989 transmitted concerns regarding the analytical measurements and laboratory-quality assurance.
In the exit meeting at the conclusion of the inspection and documented in the report, Consumers Power Company committed to submit our corrective actions for the identified weaknesses by October 1, 1989.
Consumers Power Company's action plan including improvement items, which were developed considering NRC proposed improvements, status and description and completion date are attached in fulfillment of the previously stated commitment.

ATTACHMENT CONSUMERS POWER COMPANY PALI SAD.ES PLANT ACTION PLAN IN REPONSE. TO INSPECTION REPORT 89023 Item Develop and implement a procedure for the chemistry date trending program.
Add mean values to the Chemistry Control Charts.
Control Chart mean values and standard deviations should be determined quarterly with a minimum of 30 data points.
Increase the control review frequency.

An investigation has taken place into the use of multipoint calibration for the Atomic Absorption spectropho-tonemeter (AAS).
It has been concluded that single point standardization will continue for the AAS.
Perkin-Elmer manual, Analytical Methods for AAS, recommends the single point standardization and contains valid reasons for not using a multipoint standardization within the linear range.
This will be included in the Laboratory Quality Control Procedure..
