INSPECTION REPORT 88008 UPDATE NRC Inspection Report 88008 dated April 22, 1988 transmitted a notice of violation (50-255/88008-02(DPR)) concerning I&C technicians performing TS Surveillance MI-39 and not implementing the procedure when they did not obtain the required log~c trip indications due to incorrect test performance and yet signing the data sheet believing the~ had properly completed the surveillance test.
Consumers Power Company's letter dated September 2, 1988 provid.ed our response t9 this notice of violation that indicated we .would include a post-training .
evaluation process for the I&C On-The-Job-Training (OJT) program in conjunction with completion of the I&C training enhancements program by September 1, 1989.
Consumers Power Company has determined, by specific details given in the following I&C Technicians Advanced Systems Course Project Summary, that the completion for the total project will take approximately one year.
Summary of Project Initial evaluation of the notice of violation (50-255/88008-02(DPR) from IE Inspection R.eport 88008 determined the need for an advanced systems course for I&C Technicians covering those systems affected by monthly Technical Specifi-cation surveillance tests. This course is being developed using Consumers Power Company's Systematic Approach to Training process. The process requires that Needs Analysis be conducted to identify the specific training needs for the job position. As a result of this analysis, the need for several additional program improvements have been identified, including improvements to the On-The-Job-Training program and training needs have been prioritized.
The needs analysis identified five duty areas i.e. 1) Reactor Protection System 2) Aux. Feedwater System 3) Thermal Margin Monitoring System 4)
Neutron Monitoring System and 5) Safeguards Actuation System, which encompass
- the systems affected by surveillance test procedures. Job analysis for these

'*. September 1, 1989 five duty areas was conducted to ensure that the associated tasks were identified and updated to reflect recent plant modifications and procedure changes. Task analysis was then conducted for each task identified in the five duty areas.
Utilizing the analysis data, the training program was then designed to support the development of the I&C Technician advanced systems training for the classroom, On-The-Job and laboratory training settings.
The expanded scope of the project and prioritization of the training needs has necessitated the addition of several instructors and instructional technologists and extended the duration of the overall project. Additionally, program development was initially delayed when the instructor assigned to this project became critically ill. New instructors have been hired, completed their required training and are becoming proficient in their duties. To date, the Needs Analysis along with the Job and Task Analysis is complete for the five duty areas. In addition, the desigri of the training program for the five duty areas is complete. Training materials have been developed for one of the five duty areas.
