[External_Sender] List to Inform RIS Development Wendell and Dave, Neil and I have been working with our industry team to assess areas where digital upgrades are likely to be performed under 50.59, or are already being performed under 50.59.

We are providing this to you to inform your efforts in developing the new 2017-xxx RIS.

We thought that providing you with this list would be more useful than trying to define a scope for the RIS. We believe the applicability of the RIS should be consistent with the applicability of the 50.59 process with regard to SSCs, which are those which have a UFSAR described design function (Important to Safety). So, the list below is provided in that context.

We would like to dialogue on this list in a future public meeting.

Systems subject to upgrades under 50.59:

  • All SSCs traditionally classified as non-safety related in the UFSAR (Note: This applies to non-safety SSCs that have a UFSAR described design function)
  • The following SSCs traditionally treated as Safety Related in the UFSAR
  • EDG controls (governor, voltage regulator, and support systems)
  • EDG Load Sequencers
  • Auxiliary/Emergency Feedwater System Controls
  • Charging/Safety Injection
  • Essential Bus Protective Relaying
  • Switchyard Protective Relaying (safety related at Oconee)
  • Breakers
  • Inverters
  • PAM Recorders/Indicators
  • Control Board Indicators
  • Limited Changes To RPS/ESFAS/SSPS (individual card/module changes, end actuating devices, field input devices, changes that fall under the EQIV change process)
  • Timing Relays
  • Pressure/Flow Transmitters
  • Nuclear Instrumentation (Source, Intermediate, and Power Range)
  • Radiation Monitors 1
