RESPONSE TO NRC .BULLETIN 88 NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS NRC Bulletin 88-10, Nonconforming Molded-Case Circuit Breakers, dated November 22, 1988, requires a review of molded-case circuit breakers purchased prior to August 1, 1~88 that are being maintained _as stored spares for safety-related (Class lE) applications or commercial grade molded-case circuit break.er:s. that are bein'g maintain~d as stored spares for f4ture use in safety-r~lated*applications. Consumers Power Company has completed the requi.red review for the Palisades Plant and the results are provided herein.

There were 132 molded-case circuit breakers in stock at Palisades specifically designated for safety-related applications. Most of these breakers were purchased as commercial-grade items with receipt inspection and testing used to dedicate them for safety-related applications. The review efforts required by the Bulletin have resulted in 131 of the 132 being acceptable for continued stocking as saf ~ty-related spares without the additional testing required by the Bulletin.

One (1) of the stocked molded-case cir~uit breakers was found to be not sufficiently traceable to the circuit breaker manufacturer and will either be tested in accordance with Action Item 3 of the Bulletin or replaced in accordance with NRC's February 17, 1989 letter to NUMARC. This breaker is identified below ..

One (1) ITE, type EQ-P, catalogue #Q220, Model 120 6000, was manufactured by Gould, ITE at their Wilmington, North C2rolina facility; shipped to Gould's Trenton, New Jersey distribution center and then shipped on October 9, 1979 from the Trenton facility to Palisades. It was received at Palisades on October 14, 1979 and has been in storage there since. Consumers Power Company purchased it from Gould, Inc., E,.lectrical Systems, Inc., 23775 North Western Highway, Southfield, Michigan 48075 on purchase order 12182-Q on April 18, 1979.' The order was for commercial-grade items and certification was not requested or received. The breaker is not sufficiently traceable because we have been unable to verify the date of manufacture and the shipment from the Wilmington factory to the Trenton distribution center.

This outa~e is currently scheduled to begin during the first quarter of 1990.
