REVISED SCHEDULE FOR COMPLIANCE WITH PRESSURIZED THERMAL SHOCK RULE - DRAFT REGULATORY GUIDE 1.99, REVISION 2, AND 10CFR50.61 Consumers Power Company submittal dated September 29, 1987 informed the staff that we.planned to submit fluence analyses for Cycle 8 before April 1, 1988 and for End-of-Life before December 1, 1988. Initial efforts. to characterize the pressure vessel fluence were based on criteria defined in 10CFR50.61 and resulted in the vessel base metal being classified as the limiting beltline material.
Discussions with the NRC staff during September, 1987 revealed that revision of 10CFR50.61 to incorporate vessel embrittlement correlations as defined in draft Regulatory Guide 1.99, Revision 2, is highly probable within the foreseeable future.
The resulting revision will change the limiting beltline material to the axial welds.
Of more concern is the fact that the fluence limit of the limiting vessel material will be reduced such that the limit will be exceeded much sooner than originally thought (1991 versus 1999).
Subsequent to our committal to the fluence analysis schedule submitted on September 29, 1987, investigations were conducted into the possibility of incorporating partial stainless steel shield assemblies near axial weld locations in Cycle 8 fuel - instead of following our then existing plan to wait until Cycle 9.
Recent fuel management calculations indicate that incor-poration of shield assemblies in Cycle 8 fuel will not restrict plant operations during Cycle 8.
Incorporation of shield assemblies in Cycle 8 fuel will require installation of stainless steel rods in 16 previously discharged fuel assemblies and the use of increased burnable poison concentrations in 16 new fuel assemblies.

We now plan to use shield assemblies in Cycle 8 and are revising the fuel management for Cycle 8.
The revised schedule for our submittal of the fluence analysis reports is as follows:
- 1.
Perform new Cycles 1-8 fluence analysis and submit report to the NRC by December 1, 1988.
- 2.
