OF FEBRUARY 14, 2018, PUBLIC MEETING TO DISCUSS LICENSING MODERNIZATION PROJECT On February 14, 2018, the U.S. Nuclear Regulatory Commission (NRC) held a Category 2 public meeting with representatives from Southern Company, national laboratories, Nuclear Energy Institute (NEI), and other stakeholders to discuss the development of guidance documents supporting licensing advanced reactor designs (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18029A110). Enclosure, contains a list of meeting attendees and participants who joined via webinar. The slides and meeting handouts are available in ADAMS Accession No. ML18054A075.

Mr. Jason Redd, Southern Nuclear Company, led the discussions on the industrys plans to build from previously submitted white papers to develop an advanced reactor guidance document for NRC review and endorsement. Mr. Redds presentation includes an outline for the guidance document as well as identying several issues to resolve during upcoming meetings. The Licensing Modernization Project plans to prepare a draft and provide it to the NRC staff to support continued discussions. The staff provided a presentation summarizing plans to review the industry guidance document and, if appropriate, prepare a regulatory guide endorsing the industry guidance. Both presentations identified requirements governing the content of applications as being the most likely regulations to be addressed by the guidance.

There was also general agreement that the guidance would consist primarlily of processes to determine the appropriate content and level of detail to be provided based on the safety importance of the subject equipment and programs. The importance of a glossary was also discussed, especially given the differences in terminology for the approaches proposed for advanced reactors in comparison to operating large light-water reactors.

The next meeting is tentatively scheduled for April 5 and 6, 2018.
