TECHNICAL SPECIFICATIONS CHANGE REQUEST - STEAM GENERATOR OPERATING DIFFERENTIAL PRESSURE Enclosed is a proposed change to the Palisades Technical Specifications that revises a !=hange, request subm.itted March 25, 1988, and supplemented June 17, 1988, concerning the modification to the Reactor Protection System. The change removes the steam generator operating differential pressure from the specifications. The removal of the differential pressure limit is requested because the structural integrity of the steam generator tubes is assured by the tube repair criteria not by a maximum operating limit. Tube repair criteria exists in Section 4.14.4 of the Technical Specifications, approved in AmendmeI}t 112.

We believe this change to be minor and request approval prior to the return to power operation at the end of the present refueling outage. The target date for the plant to return to on-line power operation status is November 30, 1988. We request the amendment be effect:(.ve upon issuance~

1 CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Palisades Plant be changed as described in Section I below:

I. Change A. In Section 3.1.l delete Item e.(l).

II.* Discussion The above proposed Technical Specifications change is requested to eliminate an unnecessary requirement for a maximum steam generator operating differential pressure of 1380 psid. The 1380 psid limit was proposed in Consumers Power Company's Technical Specifications Change Request of March 25, 1988 and supplemented June 17, 1988 concerning the modifications to the Reactor Protection System. The justification for removal is based on the actual limits for structural integrity of the steam generator tubes being located in Section 4.14.4 of the Technical Specifications. The tube repair criteria are based on nominal operating pressures, plus added margin and they satisfy the guidelines of Regulatory Guide 1.121.

Analysis of No Significant Hazards Consideration The following evaluation supports a determination that no significant hazards exist.

1. The change to remove the differential pressure limit does not involve a significant increase in the probability or consequences of an accident previously evaluated. The.Palisades steam generator operating differential pressure of 1380 psid was used by Combustion Engineering to establish the current steam generator tube repair criteria in Technical Specification 4.14.4. The structural integrity of the steam generator .tubes is assured by appropriate application of the repair criteria. Since Technical Specification 3.1.1.f limits the primary system pressure and SpecificatiQn 4.14.4 establ-ishes the repair criteria, all appropriate parameters are specified, thus, the probability and consequences of an accident have not increased.
2. The change does not create the possibility of a new or different kind of accident from any accident previously evaluated. Since application of the repair criteria, which incorporates the steam generator operating differential pressure, ensures the structural OC0988-0159-NL02

2 integrity of the steam generator tubes, removal of the specification does not involve any new or different kind of accident.

3. The change does not involve a significant reduction in the margin of safety. The margin of safety, as it affects safety limits, is defined for the steam generator tube repair criteria. This change only removes a value that is not a safety limit and, therefore, the margin of safety is not affected.

III. Conclusion The Palisades Plant Review Committee has reviewed this Technical Specification Change Request and has determined that this change does not involve an unreviewed safety question and, therefore, involves no significant hazards consideration. This change has been reviewed by the Nuclear Safety Board. A copy of this Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
