TECHNICAL SPECIFICATIONS CHANGE REQUEST - ADMINISTRATIVE CONTROLS Kenneth W Berry Director Nuclear Licensing Enclosed is a proposal to change the Palisades Technical Specifications.
The change makes the Plant General Manager the Plant Review Committee (PRC)
Chairman; eliminates the Plant Safety Engineering function; establishes the Plant Safety and Licensing Department organization; and establishes the Nuclear Safety Services Department.
The Plant Safety and Licensing Department will have the responsibility for review of safety evaluations and require those significant to safety to be reviewed by PRC.
The Nuclear Safety Services Department is to be responsible for independent safety reviews and replaces the Nuclear Safety Board.
The proposed changes are designed to strengthen both the onsite and offsite safety review functions.
Consumers Power initiated a discussion of these changes with the NRC staff on July 7, 1988.
A similar proposal has been submitted on the Big Rock Point docket 50-155, License DPR~6, dated September 22, 1988, also incorporating changes related to the Nuclear Safety Services Department.
Changes affecting the removal of the onsite and offsite organization charts for the Palisades Technical Specifications were submitted on September 21, 1988.
Consumers Power Company requests that the Big Rock Point and September 21, 1988 proposed changes be reviewed concurrently with this submittal with the expectation that concurrent approval will allow a rapid and smooth transition of organizational OC0988-0138-NL04 7'
