GENERIC LETTER 83 SALEM ATWS EVENT - ITEM 1.2 -

CONTROL ROD POSITION INDICATION (TAC NO. M53616)

Consumers Power Company committed to modify the Palisades Plant capabilities to record control rod position following a reactor trip in our letter of May 5, 1986.

The control rod position data was considered necessary by the NRC to conduct post trip review evaluations, especially with regard to anticipated transients without a scram (ATWS), or partial or delayed rod motion.

A modification has been completed which provides the required capabilities.

The modification, facility change No. 766, modified the Primary Information Processor (PIP) and Secondary Position Indication (SPI) computers to allow them to communicate information on control rod position to the Critical Function Monitor System (CFMS) computer.

However, only SPI information is used for rod drop timing.

The CFMS is capable of recording rod positions with sufficient resolution to determine if rods were dropped into the core or were driven into the core following a reactor trip.

The software changes to the CFMS resulted in three new display pages which will present the positions of the regulating control rods and the shutdown and part length control rods.

The displays will allow determination of the time required for control rods to reach the bottom of the core following a reactor trip.

We believe this concludes all the required actions pertaining to item 1.2 of Generic Letter 83-28.
