Kenneth W Berry Director Nuclear Licensing SPECIAL SAFETY INSPECTION REPORT 50-255/88012 (DRS) FIRE PROTECTION An item of deviation was identified in the special safety inspection report 50-255/88012(DRS).
This letter provides Consumers Power Company's response to the notice of Deviation.
Deviation Based on the results of the NRC inspection conducted on May 9-13, 18, 31, June 14, 29 and 30, 1988, certain of your activities appear to deviate from your written FSAR commitment to the Commission as indicated below:
Section 12.2.1.12 of the FSAR Update, Revision 3, dated October 30, 1987, states that, "Each Fire Brigade member should participate in each (quarterly) drill but must part.icipate in at least two drills per year."
Contrary to the above, during fire brigade training record review, it was determined that one fire brigade member of shift three only attended one shift drill during calendar year 1987.
This is a Deviation (Supplement 1).
Reason for the Deviation Personnel error.
Fire Protection Implementing Procedure No. 6, titled: "Fire Protection Training", is the plant controlling document for fire drill require-ments.
This document was revised December 20, 1984 and the number of fire drills that must be participated in was reduced from the two previously required to one.
An inadequate Safety Evaluation was performed which failed to disclose the FSAR statement that, at a minimum, two fire drills per year are required.

Nuclear Regulatory Commission Palisades Nuclear Plant Special IR 88012 Fire Protection September 7, 1988 Corrective Action Taken and Results Achieved A thorough review of NFPA-27, 175, (which Palisades is committed to) and current versions of NFPA-27 give no clear guidance on the minimum number of drills that must be attended by each fire brigade member.
BTP 9.5.1 however, does indicate that at least two drills per year shall be the minimum required of each fire brigade member.
2 Both departments that have personnel on the fire brigade have been notified of the change in requirements and our fire drill personnel tracking program has been changed to reflect the two drill per year per person requirement.
Palisades is now spot checking its brigade members drill attendance on approximately a quarterly basis.
The plant fire protection staff is being augmented to increase oversite capabilities.
Corrective Action to be Taken to Avoid Further Deviation The Fire Protection Implementing Procedure No. 6 will be revised to include the requirement that all fire brigade members participate in at least two drills per year.
This change will also incorporate a reference to the applicable FSAR se~tion.
Date When Corrective Action Will Be Achieved Corrective action will be achieved on or before December 31, 1988.
