CONTROL ROOM VENTILATION SYSTEM As discussed on August 26, 1988 with Mr. T.V. Wambach, NRC Palisades Project Manager, further evaluation has determined that the requirements of the proposed Technical Specification Change Request (TSCR) submitted on November 19, 1984 and revised on February 28, 1986 regarding Control Room Ventilation System are overly restrictive.

Consumers Power has performed an analysis which shows that in cold shutdown and refueling shutdown the minimum 1/8 inch W.G. positive pressure in proposed Technical Specification Table 4.2.3.1.e.3 (stated below) is overly conservative.

"Verifying that the system maintains the Control Room at a positive pressure of greater than or equal to (1/8 inch) W.G. relative to the outside atmosphere during system operation."

Administrative controls have been approved by PRC and implemented by Palisades Plant Standing Order 54 to ensure that the Plant remains within the design basis and that the assumptions of accident analysis remain valid.

The Standing Order is a revision of the previously proposed TSCR and changes the 1/8 inch of water pressure requirement consistent with our new analysis.

A revised Technical Specification Change Request and supporting analysis will be submitted with specific operability requirements prior to startup.
