SPENT FUEL POOL BORAFLEX NEUTRON ABSORBING MATERIAL -

SURVEILLANCE COUPONS Consumers Power Company (CPCo) letter dated July 6, 1987 stated that we plan to evaluate the use of full length Boraflex *surveillance coupons and we would submit details of that evaluation later.

This letter submits our conclusions and describes our planned actions.

Because of the lack of existing data, an evaluation of the riecessity to use full length Boroflex coupons could not be performed.

After review of the industry data and discussion of the experienc;e of others, we concluded that the use of full length surveillance coupons may prove useful in evaluating the condition of the Boraflex in. our spent fuel racks.

Therefore, CPCo has purchased ten full length boraflex surveillance coupons to supplement the ~maller coupons originally supplied with the Westinghouse fuel racks.

Of the ten full length coupons, five have been manufactured using the tempor-ary bonding agent specified for the fuel racks.

The other five are identical

  • except that the bonding agent has intentionally been left out.

A representative sample of both the full length and the smaller coupons will be kept in the Palisades storeroom; the majority of the coupons will be in-stalled in the fuel pool during the 1988 REFOUT in both normal and accelerated exposure programs.

Based on current industry experience with Boraflex, CPCo intends to examine the Boraflex coupQns after five years.

Procedures for testing the coupons and for interpreting the test results will be developed prior to the end of the five year surveillance period.
