PROPOSED TECHNICAL SPECIFICATION CHANGE REQUEST - STATION BATTERY SERVICE AND DISCHARGE TESTS (SEP Topic VIII-3.A)

Attached is a request for change to the Palisades Technical Specifications.

The attached proposed change to Palisades Technical Specification 4.7 adds requirements for periodic station battery service and discharge tests. A frequency of once each refueling cycle (approximately 18 months) for the service test, and once every three refueling cycles (approximately 54 months) for the discharge test is proposed. This frequency allows the appropriate test to be performed during scheduled shutdowns, precluding a plant shutdown solely to perform the service and discharge tests.

The current requirements of existing Technical Specification 4.7.2a and 4.7.2b provide timely indication of battery cell degradation prior to failure. The addition of the proposed battery service and discharge tests at the frequency specified above is designed to verify total battery capability.

This proposed change revises previously proposed changes regarding station battery surveillance which were submitted on March 14, 1983 and May 13, 1985.

Consequently, Consumers Power Company requests that the proposed Technical Specifications Change Requests dated March 14, 1983 and May 13, 1985 be withdrawn from further NRC consideration. We request the Amendment to become effective upon issuance.

Consumers Power Company requests that the check sent* with our May 13, 1985 submittal for $150.00 be applied to this request.
