LOW TEMPERATURE OVERPRESSURE PROTECTION (LTOP) - ADDITIONAL INFORMATION Consumers Power Company letter dated January 20, 1988 describes the use of a dedicated operator at the Palisades Plant during heatup and cooldown when the Primary Coolant System (PCS) cold leg temperature is less than 430°F and the Power Operated Relief Valves (PORVs) are not capable of automatic opening on PCS high pressure, i.e. PORVs not operable for LTOP.

By telephone on January 21, 1988, the NRC staff requested additional information addressing (1) our intermediate and long-term plans concerning the use of a dedicated operator, (2) the controls we will use to prevent non-required activities which could cause a spurious High Pressure Safety Injection (HPSI) while the dedicated operator is being used, (3) the temperature above which the second HPSI pump will be required operable, and (4) when Technical Specifi-cation Change proposals will be submitted for new heatup rates, HPSI operability requirements and revised LTOP requirements.

This letter provides that required additional information.

1) We plan to use the dedicated operator (a) until hardware changes are installed - present plans are to use all available resources to install a variable PORV setpoint control during the next refueling outage, or (b) until we can determine by analysis there is sufficient volume in the pressurizer bubble to allow at least 10 minutes for operator recognition and termination of an inadvertent safety injection actuation.
2) Administrative control in the form of a Standing Order will instruct all shift supervisors to not allow any non-required activities which could cause a spurious HPSI while the dedicated operator is being used.
3) Two HPSI pumps will be required operable when the PCS temperature is above 460°F.

4) Proposed Technical Specification changes to include (a) new heatup limits as attached to our January 20, 1988 submittal, (b) HPSI operability requirements, and (c) revised LTOP requirements will be submitted before April 15, 1988.
