LOW TEMPERATURE OVERPRESSURE PROTECTION (LTOP)
Consumers Power Company letter dated November 6, 1987 submitted a description of our immediate plans to revise the Palisades LTOP requirements and stated that a description of our intermediate and long term plans would be submitted before December 1, 1987.
The immediate plans have been implemented.
This letter describes our intermediate and long term plans.
I.
Intermediate Plans (1-4 months)
- 1.
By January 5, 1988, submit a Technical Specification Change Request proposing that the LTOP requirements described in our November 6, 1987 letter be included in the Technical Specifications.
- 2.
Review our analyses supporting the existing Reactor Vessel Pressure/Temperature limits to delete excess conservatism.
This review may result in a re-analysis which raises the limiting pressure at given temperatures.
If that is the result, a Technical Specification Change based on those higher pressures may be requested.
- 3.
Determine the best method of venting the PCS if both PORVs are inoperable.
- 4.
Review our RETRAN analysis to better determine how much the secondary system temperature can exceed the primary system temperature during a PCP start*and not result in an energy addition which causes the heatup curves to be violated.

Long Term Plans (1-12 months)
- 1.
Continue to work with the Combustion Engineering Owner's Group (CEOG) to obtain NRC concurrence that there is no significant decrease in the margin of safety if LTOP is limited by pressure/temperature curves which are less restrictive than the 10CFRSO Appendix G curves.
- 2.
Investigate the desirability of one or more hardware changes such as:
A.
Automatic variation of the PORV setpoint below the temperature at which the safety valves provide protection.
2 B.
Changing the PORV setpoint by switch manipulation in the control room.
C *. Using Nitrogen to form a PZR bubble.
D.
Using the safety injection tanks as an accumulator (bypassing the check valves at low temperatures).
E.
Using another pressure source to flush the PCP seals.
F.
Installing additional pressure relief capability *.
It is our plan to determine, before April 1, 1988, the appropriate method of assuring long term 10CFRSO Appendix G compliance.
After that determination has been made, we will, if necessary, schedule the required modifications and propose to revise the Technical Specifi-cations accordingly.
