Exercise Report of the August 19-20, 1986, Exercise of the Michigan.Offsite Radiological F.mergency Preparedness Plans for the Palisades Nuclear PcMer Plant.

This is to transmit a copy of* the Exercise Report of the August 19-20, 1986, joint exercise of the of fsite radiological emergency preparedness plans for the Palisades Nuclear Power Plant, Van Buren County, Mid1igan.

This was a joint exercise for the State of Michigan (full participatibn), Van Buren County (full), Berrien County (full), State of Indiana (Partial), and Consumers Pc:Mer Canpany.

'!be counties are impacted by the Palisades plune exp:>sure 10-mile Errergency Planning Zone (EPZ).

The report dated July 8, 1987, was prepared by the Federal Errergency Management Agency (F'A) Region V.

In the August 19;;..20, 1986, exercise there were no deficiencies observed.

There were several Areas ReqUiring Corrective Action (AFCA) observed.

A copy of this exercise rep:>rt was forwarded.to the State of Mid1igan and the State of Iooiana. Both the States of Indiana arrl Michigan resix>rrled with schedules of corrective action on February 25, 1987, and, on June 16, 1987,

  • respectively. 'lbese schedules were reviewed arrl approved by FD1A Region V as iooicated in the attadled rrerrorandurn dated July 8, 1987.

Based on the results of ~e exercise activity, it is F'A's view that there

  • was nothing that adversely i.npacted the July 2, 1982, F~ approval of the Michigan Of fsite Radiological F.mergency Preparedness Plans site-specific to
  • the Palisades Nuclear Power Plant under 44 CFR 350. Therefore FEM\\ oon-tinues to f ioo that there is reasonable assurance that of fsite preparedness is adequate to protect the public health a00 safety in the Palisades EPZ.
