LIMITORQUE MOTOR OPERATED VALVE INSPECTION

SUMMARY

REPORT Consumers Power Company letter dated November 21, 1986, documented the results of the November 17, 1986 meeting with NRC Region III staff concerning our

'Safety-Related Motor Operated valves.

We committed to provide a report which compiled the results of our inspection of the Safety~Related Motor Operated Valves prior to startup from our recent outage.

This commitment was originally targeted for the end of the first quarter 1987.

However, due to the extended outage, resources were not available to meet that due date.

The Senior Resident Inspector at Palisades was updated on June 15, 1987 and June 30, 1987 was established as an approximate due date for this submittal.

Attached to this letter is our Summary Report, the Environmental Qualification Inspection Checklist and the Limitorque Actuator Data Sheet.

SUMMARY

REPORT LIMITORQUE MOTOR OPERATOR.ACTIVITIES On November 17, 1986 a meeting was held with the NRC Staff at the Region III Offices to discuss Palisades actions on motor operated valves.

As a result of that meeting this report is being submitted to summarize those actions completed to date.

Below is a summary of actions completed prior to startup.

DESCRIPTION OF WORK PERFORMED In the spring of 1986, actions were started to verify grease quality, quantity, condition and type in motor operated valve actuators for subsequent maintenance planning.

These initial grease samples and documentation research with Limi-torque verified that some of the plant actuators contained SUN 50EP grease.

Therefore, all of the plant's environmentally qualified actuators with this grease were either refurbished or regreased as noted in Attachment 1.

Subse-quent walkdowns were performed to check additional grease compartments, obtain valve and actuator data, inspect for proper environmentally qualified subcomponents, and to verify torque switch settings., Environ-mental Qualification Inspection Checklist, and Attachment 3, Limitorque Actuator Data Sheet, were used during the inspections.

In addition, at the time of the above inspection or during other maintenance activities all valve stems associated with Q-Listed actuators were lubricated prior to startup.

During the outage, two valve operators on the HPSI system, VOP-3007 and VOP-3066, were replaced.

Operator VOP-3007 was replaced due to an earlier failure and VOP-3066 was replaced with a spare actuator due to a leaking seal.

The two plant MSIV bypass valve actuators, VOP-0501 and VOP-0510 were rebuilt due to original equipment sizing problems.

In addition, an actuator on the Chemical and Volume Control system, VOP-2140, was also refurbished due to performance problems.

This report does not address the additional activities associated with IEB 85-03 being done in preparation for the 1987 Maintenance Outage. lists all of the plant's Q-Listed Limitorque motor operators.

The attachment designates which operators were regreased or have received other similar maintenance.

The grease in all of the operators listed on Attachment 1 have been sampled for acceptability or have had their grease replaced recently.

The replacement grease being used at Palisades is Exxon Nebula EPO.
