REVISION TO PROPOSED TECHNICAL SPECIFICATION CONTAINMENT AIR COOLER DESIGN Consumers Power Company submitted a Technical Specification Change Request on October 20, 1986 which included a correction to Specification 5.2.3.a.
The NRC issued Amendment No. 104 to the Palisades License on March 24, 1987 stating that the proposed change to Specification 5.2.3.a would be the subject of future action.
The NRC staff had determined that, while the proposed change was technically correct, it did not reflect the ongoing evaluation which concluded (as described in our April 13, 1987 submittal) that all the critical service water components can perform their design functions with 80°F service water inlet temperature.
Specifically, the evaluation of the three Containment Air Coolers concluded that with a flow of 1700 gpm each (5100 gpm to5al) and an inlet temperature of 80°F, the design heat removal rate of 229 x 10 Btu/hr was exceeded by about a 4.6% margin.
Therefore, Consumers Power Company proposes the following change to the previously proposed Specification 5.2.3.a:
" *** Three units, with a cooling water flow of 1700 gpm each (5100 gpm total) and with an inlet6temperature of 80°F, will remove 229 x 10 Btu/hr of heat."
