RESPONSE TO IE INSPECTION REPORT 86-028, REQUEST FOR ADDITIONAL INFORMATION Kenneth W Berry Director Nuclear Licensing NRC letter dated March 5, 1987 requested Consumers Power Company to provide additional information regarding our November 12, 1986 response to IE Inspec-tion Report 86-028 Violation 1-b.
Our response to Violation 1-b indicated that an electrical drawing verifica~:ion and update program was being developed and would be implemented so that it would systematically identify and correct wiring or drawing discrepancies.
A more definitive description of this program, and a schedule for completion can now be submitted based upon additional work performed defining the scope of this project.
The program description is attached to this letter.
This response was originally due April 5, 1987, but due to a change in manage-ment direction regarding departments responsible for managing and performing this work within Consumers Power Company, we were unable to provide this information until now.
This situation was communicated to the NRC Resident Inspector at the Palisades Plant.

ATTACHMENT 1 ELECTRICAL DRAWING VERIFICATION AND CORRECTION PROJECT As part of the overall Configuration Control Program, the Electrical Drawing Verification and Correction Project consists of the process of verifying and correcting, if necessary, the electrical design drawings for all major plant Q and non-Q equipment.
The project focuses on the need to have accurate design drawings for use during Plant operation, testing, maintenance, and modifica-tions, and also addresses recent NRG and INPO concerns.
The project is estimated to take approximately three years and will cost on the order of three million dollars.
The proposed scope has been divided into two parts:
Distribution Panel Verification and Wiring Diagram Verification.
These verifications will utilize P screening criteria during the physical verification which would mean a representative sample for each panel, switchgear, load center, motor control center, and major junction box would be physically verified and if no discrep-ancies are found, the verification would stop.
If, however, discrepancies are found, further physical verification would be required with 100% physical verification being the maximum case.
The basic product of this effort will as-built electrical design drawings.
