CLARIFICATION TO ADMINISTRATIVE CONTROLS TECHNICAL SPECIFICATIONS CHANGE REQUEST Consumer's Power Company's License and Technical Specification's Change Request of September 29, 1986 contained a proposed revision to specification 6.3.3 to incorporate the qualifications for a Shift Engineer position.
This proposed specification did not meet the Conunission Policy Statement on Engi-neering Expertise on Shift.with respect to the SRO -
STA dual role (Shift Engineer) qualifications.
For clarification and conformance of the speci-fication to the policy statement the wording as suggested below is proposed for specification 6.3.3.
"The Shift Technical Advisor shall have a bachelor's degree or equivalent and the Shift Engineer shall have a bachelor's degree in a scientific or engineering discipline with specific training in plant design and/or operations, and response and analysis of the plant for transients and accidents.
The Shift Engineer shall hold a Senior Reactor Operator License."
In addition, a change to the double asterisk on Table 6.2-1 is necessary to provide conformance with the Conunission's policy statement.
The proposed wording is:
"There shall be two individuals with Senior Reactor Operator Licenses on shift. If either SRO on shift satisfies the Shift Engineer qualification requirements, then the STA does not need to be stationed."
