TECHNICAL SPECIFICATIONS CHANGE REQUEST -

RECIRCULATION ACTUATION SYSTEM ACTUATION_ LOGiC Attached is a proposed change to the Palisades Technical Specifications. The proposed change is a result of revisions to the Recirculation Actuation System (RAS) logic from a two-out-of-four logic to one-out-of-two taken twice.

Consumers Power Company letter of Septembe~ 18, 1986, LER 86-034 described a design deficiency that could have resulted in no engineered safeguard system pumps delivering water assuming a specific sequence of events. This specific scenario coupled w~th a failure of the 125 Volt DC bus would have satisfied I the two-out-of-four RAS actuation logic which_ would align the engineered safeguards pumps suction to the containment sump. If event timing were worst case, the sump would be dry thus causing loss of suction and possible pump failure. The RAS actuation logic has been changed from two-out-of-four to to one-:-out-of-two taken twice which removes this single failure potential.

A 125 Volt DC failure would now only satisfy half of the logic scbeme and still require one of the remaining two instruments to actuate on low -safety injection and refueling water (SIRW) tank level.

Also requested in the proposed changes is an administrative change to delete a statement in the basis section of -specification 3.17 that describes a turbine runback feature tha-t has been disabled and approved in Amendment 31 issued November 1, 1977.

Commission 2 Palisades Plant TSCR - Recirculation Actuation System February 25, 1987 Consumers Power Company will commit to use these proposed changes as though they are requirements and amend our administrative procedures to reflect this change request.
