SUBJECT:
CY 2017 BASELINE INSPECTION COMPLETION This memorandum documents the results of Region Is implementation of the Reactor Oversight Process (ROP) Baseline Inspection Program. Region I has completed a review and audit, per Region I DRP/DRS Joint Policy 28/0550, and determined that the ROP Baseline Inspection Program was successfully completed for CY 2017. However, we did identify two instances in which all aspects of Inspection Procedure 71124.03, In-Plant Airborne Radioactivity Control and Mitigation," were not completed within the required frequency.
Specifically, one of the required samples (02.04) was not completed at Fitzpatrick, and three of the required samples (02.03, 02.04, and 02.05) were not completed at Susquehanna. Even though an inspection procedure was not fully completed at two sites, Region I has determined that the criteria outlined in IMC 2515 (Section 04.07) for baseline inspection completion have been achieved. The missed samples are scheduled to be completed in 1Q2018.
Reactor Program System Report 8a is enclosed and provides the completion status of baseline inspection procedures for all Region I sites. Note that along with the status, some procedures have attached notes as described in IMC 0306. In some cases, procedures are performed on a biennial or triennial frequency and were not required to be performed in CY2017. Also, in some cases, procedures were considered complete with less than the minimum samples because sufficient samples were not available. In other cases, all requirements of the procedure were met by work done in another procedure. Lastly, in some cases, procedures are marked as not applicable if they were not required to be performed this inspection cycle.
RPS/IR Report 8a does not include security and safeguards inspection program status.
However, the baseline program for security and safeguards for all Region I sites was also verified complete for CY2017.
