RESPONSE TO IE INSPECTION REPORT 86-005 One item of violation was identified in IE Inspection Report 86-005, dated April 11, 1986.

The following is our response to that item.

Item 1 Violation 255/86-005-04 Palisades containment testing Technical Specifications Surveillance Requirement 4.5.l(a).2 and 3 state, in part, that Integrated Leak Rate Tests shall be performed without any leak detection surveys or leak repairs immediately prior to or during the test, except as noted below *** Major leak repairs, if necessary to permit the integrated leak rate test, shall be preceded by local leakage measurements.

The local leakage differences, as a result of repair, shall be corrected to P

and added to the final integrated leak rate test result to determine tte subsequent retest schedule.

Contrary to the above, the licensee has been performing containment isolation valve leak testing and isolation valve repair prior to Type A tests without adding the local leak rate test differences to the final integrated leak rate test results to determine the subsequent retest schedule.

- 1, Administrator, Region III Palisades Plant Response to IE Inspection Report 86-005 May 9, 1986 with the 1978 and 1981 ILRT performances.

Individuals who, at the time, were responsible for implementing the ILRT program were apparently not cognizant of the Technical Specifications requirement, nor were the requirements of 10CFR50, Appendix J, regarding this subject correctly interpreted.

Consequently, the procedure utilized to perform the ILRT was inadequate through the omission of the necessary steps to address adding local leakage differences resulting from repairs.

2 In the summer of 1985, during preparation for the forthcoming 1985 ILRT, the subject program deficiency was noted by plant personnel.

The ILRT procedure was subsequently revised in January 1986, prior to the 1986 ILRT, to address this requirement.

The 1986 ILRT (January 1986) correct-ly implemented the requirements for adding the local leakage differences to the ILRT results, in order to determine the subsequent retest schedule.

Since the responsible personnel are now fully cognizant of the require-ment and have accordingly revised the ILRT procedure such that local leakage differences will be added to ILRT results to determine the subsequent retest schedule, no further actions are necessary.

Corrective Actions To Be Taken To Avoid Further Violations None Date When Full Compliance Will Be Achieved Full compliance was achieved in January 1986.
