REACTOR CONTAINMENT BUILDING INTEGRATED LEAK RATE TEST - SPECIAL REPORT NO 12 Attached is Special Report Number 12 which provides the Palisades Reactor Containment Building Integrated Leak Rate Test results for the fifth reduced pressure ILRT. This report is submitted in accordance with Technical Specifi-cation 4.5.le and 10CFR50 Appendix J.

10CFR50 Appendix J requires that, since the results of the last two consecu-tive as-found Type A tests have not met the acceptance criteria, a Type A test shall be performed during each refueling outage until two consecutive tests have met the acceptance criteria. As can be seen from the test results, a major portion of the unacceptable leakage rate for the 1986 ILRT is attribut-able to the penalty taken for the Type B and C test results. Past ILRT results are being reviewed to determine the contributing factors to the leakage rates.

It is expected that if the results indicate the major contribution to leakage is from the results of Type B and C tests, then an exemption request per 10CFR50.12 will be submitted. Guidance given in IE Information Notice 85-71 indicates that an improved maintenance and test program for containment penetration boundaries and isolation valves could be an acceptable alternative to increasing the frequency of Type A tests. Consumers Power would provide such an exemption request by August 1986. In turn, we would expect an NRC response by February 1987 to facilitate planning for the 1987 refueling outage.

If the results of the review do not indicate the major contribution to leakage was from the Type. B and C tests, and an exemption request is unjustifiable, a Type A test will be scheduled.
