RESPONSE TO IE INSPECTION REPORT~

Kenneth W Berry Director Nuclear Licensing IE Inspection Report 86-003 dated February 20, 1986 transmitted one item of noncompliance requiring a response.

The item of noncompliance and Consumers Power Company's response is contained herein.

Noncompliance 50-255/86-003-02 (DRP)

Palisades Technical Specifications, Section 3.22.5, requires that all penetra-tion fire barriers shall be functional at all times or compensatory measures such as a fire watch shall be taken.

Contrary to the above, all penetration fire barriers were not functional and compensatory measures had not been taken in that during tours of the Auxiliary Building and Turbine Building, the following doors were found blocked open with hoses or cables running through them thus preventing their closure in the event of fire:

1.

Auxiliary feed pump watertight and fire door on January 8, 1986.

2.

East Safeguards room fire door on January 6, 1986.

In each case, no fire watches were present nor were periodic patrols established to provide compensatory measures.

Corrective Actions Taken and Results Achieved In both cases, the fire doors were immediately secured

  • To prevent recurrence, announcements were placed in the Plant daily and weekly bulletins to remind personnel of the fire door requirements.

Also, a letter was issued to Plant Supervisors to advise them of these events and to request that they review the fire door requirements with their subordinate personnel.

James G Keppler, Administrator Palisades Plant Response to IE Inspection Report 86-003 March 24, 1986 A review of the Auxiliary Feedwater Pump room security system access card reader identified the individual responsible for the open door.

The proper department was notified of the occurrence.

Access to the Eas~ Safeguards room was not monitored and no specific responsi-bility could be determined.

Corrective Action To Be Taken To Avoid Further Noncompliance These occurrences have been attributed to a lack of awareness of fire door requirements; therefore, these events will be included in the continuing training program for Plant employees.

Date When Full Compliance Will Be Achieved Full compliance will be achieved October 1, 1986.
