RESPONSE TO IE INSPECTION REPORT~

Kenneth W Berry Director Nuclear Licensing IE Inspection Report 86-004 dated February 6, 1986 transmitted one item of noncompliance requiring a response.

The item of noncompliance and Consumers Power Company's response is contained herein.

Noncompliance 50-255/86-004-01 (DRS):

10CFR50.55a(g) requires that inservice testing of pumps be performed in accordance with Subsection IWP of Section XI of the ASME Boiler and Pressure Vessel Code.

Contrary to the above, the licensee failed to establish pump vibration reference values and corresponding alert and action levels per the ASME Code requirements defined in Paragraph IWP-3111 and Table IWP-3100-2 of Subsec-tion IWP (1977 Edition of the ASME Code).

Corrective Actions Taken And Results Achieved Evaluation of existing vibration reference values indicated that the methods for establishing and updating them were in error.

Based on this evaluation, appropriate vibration reference values have been determined for the twenty-one (21) safety-related pumps included in the testing program.

Acceptable ranges have been developed for the alert and required action levels and will be added to the procedures.

These new values now accurately bracket the equipment operating characteristics and adherence to them will satisfy the requirements of Section XI of the ASME Code

The correct guidance for the establishment or reconfirmation of pump vibration reference values will be added to plant procedures.

These procedural require-ments will ensure compliance with Paragraph IWP-3111 and Table IWP-3100-2 of the ASME Code.

Date When Full Compliance Will Be Achieved Full compliance will be achieved by April 15, 1986.
