ADDITIONAL INFORMATION ON ISOLATION SWITCH. INSTALLATION IN CONTROL CIRCUITS OF ESSENTIAL SAFE SHUTDOWN EQUIPMENT Kenneth W Berry Director Nuclear Licensing Consumers Power Conipany letter dated De.cember 20, 1985 submitted additional information on the isolation switch installation in control circuits of essential safe shutdown equipment.
The installation of these switches is necessary for the Palisades Plant to be in compliance with the applicable provisions of 10CFR50, Appendix R.
Question 2 in the December 20, 1985 submittal referred to the ability to operate breaker 152-106 in order to comply with Section III.L.4 of 10CFR50 Appendix R.* Section III.L.4 requires the capability to switch to onsite or offsite power if the capability to achieve and maintain cold shutdown will not be available because of fire damage.
After further review of the Palisades Plant's cold shutdown systems operation, Consumers Power Company has determined that the Palisades Plant will maintain the capability of achieving and maintaining cold shutdown in the event of a fire in the critical fire areas.
Therefore, the requirement of Section III.L.4 to have the capability of powering equipment necessary for maintaining hot standby powered by both onsite and offsite sources does not apply to Palisades.
Accordingly, the response to Question 2 contained in the December 20_, 1985 *submittal is withdrawn and superseded by the information in this letter.
In the event of a fire that requires alternate shutdown capability, the following events must occur before the need to obtain offsite electrical power arises and the ability to connect to offsite power is affected by that fire.
Offsite power must initially be lost, both emergency diesel generators must be rendered inoperable and there must be a fire induced fault in the control circuit of breaker 152-106.
In this event, procedures are in place that require an electrician to move a limited number of slide links (less than 20)

An electrician will either be available onsite or will have been called to the plant, via the call-in requirements of the Emergency Plan and its implementing procedures, as soon as the fire is detected.
Therefore, the Palisades Plant satisfies all applicable 10CFR50 Appendix R requirements concerning the capability to power shutdown equipment with offsite and onsite sources.
As stated in our December 20, 1985 letter, Consumers Power Company will continue to investigate the advantages of installing an isolation switch in the control circuit of breaker 152-106 so as to simplify the operation of this breaker in the event of the occurrence described above.
If the result of that investigation indicates that installing an isolation switch is desirable, that installation will be tentatively scheduled for the next refueling outage.
