FIRE PROTECTION - ADDITIONAL INFORMATION ON ISOLATION SWITCH INSTALLATION IN CONTROL CIRCUITS OF ESSENTIAL SAFE SHUTDOWN EQUIPMENT Kenneth W Berry Director Nuclear Licensing On October 29, 1985 Consumers Power Company.submitted a request for approval to install isolation switches in the control circuits of essential alternate safe shutdown equipment as defined by 10CFR50.48 and Appendix R.
In a telephone conversation on November 26, 1985, three questions wer.e asked by the NRC staff concerning the installation of the isolation switches~ Following are the NRC questions and Consumers Power Company responses.
- 1.
Question:
Will all leads which could* cause a spurious trip of the essential breakers be isolated from the breaker when the isolation switch is in the "local" isolation positio.n?
Response
All leads which could cause a spurious trip of an essential breaker will.be isolated from the breaker when the isolation switch is in the "local" position.
Attachment No 1 to this letter provides schematic diagrams which are typical of the isolation switch installations;

Does the same handle fit all five isolation switches?

Does the alternate fuse receive power from the same source as the primary fuse?
If it does, is the primary fuse coordinated to blow before the control power supply breaker is tripped?

Response
The alternate fuse receives power from the same source as the primary fuse and provides the same coordination to the control power breaker as that which now exists with the present scheme for these breakers.
This scheme and compensatory actions are described below.
2 Industrial coordination of electrical circuits is based upon amperes for short circuit and time for overcurrent.
It is recognized that for a ground, the primary fuse will operate (or blow) in less than one-half cycle; however, for a low impedance fault, the latching mechanism for the control power breaker may be released within that time.
Therefore, a statement will be included in the Operating Procedures which instructs the operator to check the control power breaker closed if no status lights appear on the 2400V breaker after the isolation switch is placed in the local position.
The control power breaker is located in the lC switchgear room.
