TECHNiCAL SPECIFICATION CHANGE REQUEST - DIESEL GENERATOR SURVEILLANCE David J VandeWalle Direcio_r _of _ _
Nuclear Licensing Attached are three (3) originals and thirty-seven (37) conformed copies of a request for change to the Palisades Technical Specifications. The request changes the 18 month diesel generator surveillance inspection to each refueling cycle.
This change was previously submitted as part of a change request, on May 5, 1985, and the NRC granted a one time change to the license (Amendment No. 77 dated July 7, 1983) which allowed the change only for the operating cycle the plant was then in.
The proposed change revises the surveillance frequency specified for the diesel generator in Technical Specification 4.7.1 (c) from 18 months to once per refueling cycle.
The effect of the change is to preclude plant shutdown for the sole purpose of performing preventive maintenance on the diesel generators at a specified 18 month interval, when the specified interval, itself, is not critical.
The proposed frequency of each refueling cycle, during shutdown, is in accordance with the manufacturer's recommendations.
The 18 month surveillance comes due on September 24, 1985 for one of the diesel generators and*on November 1, 1985 for the other.
The refueling outage is scheduled to begin on November 30, 1985.
We request your prompt action in reviewing and approving this change request as failure to meet the surveillance requirement would cause entering a 7-day Limiting Condition of Operation.
A check in the amount of $150.00 is enclosed as required by 10CFR170.21 *
