EXEMPTION I.

7590-01 ENCLOSU'RE 1 Docket No. 50-255 The Consumers Pnwer Company (CPC the licensee) is the holder of Provisional Operating License No. DPR-20 which authorizes operation of the Palisades Plant.

This license provides, among other things, that it is subject to all rules, regu1ctfons and Orders of the Commission now or hereafter in effect.

The facility comprises one pressurized water reactor at the 1ir.ensee's site

ic located in Van Buren County, Michigan.

On November 19, 1980, the Commission published a revised Section 50.48 and a new Appendix R to 10 CFR Part 50 reqarding fire protection features of nuclear DnWP.r plants. The revised Section 50.48 and Appendix R became effectivP. on Fehruar_v 17, 1981.Section III of Appendix R contains fifteen subsections, 1 etter~d _A th_ro_ugh 9_, ea_ch_ of wbi ch_ sReciftes requirements.for a particular aspect of the fire protection features at a nuclear power plant.

One of these subsections, III.G., is the subject of the licensee's exemption request.

Subsection III.G.3 of Appendix R requi~es that for areas where alternative or dedicated shutdown is provirled, fire detection and a fixed fire suppression system shall also be installed in the area, r0om, or zone under consideration.

By letters dated July 1~: 1984, as supplemented by letters dated July 20, 1984, August 10, 1984, October 1, 1984, December 28, 1984, March 19, 1985 and.June 19, 1985, the 11(e~sPe requested exemptions from III.G.3 of Appendix R in the ~ngineered Safeguc:irrls Panel Room and the Corridor between the Charging Pump Room and the IC Switchgear Room in the Reactor Building elevation 590'-0".

The exemptions were requested from provirling fixed fire suppression systems in the above areas as required by Section III.G.3 of Appendix R.

The licensee has provided alternative shutdown capability in each are~.

Fire protection in each area consists of early warn~ng fire detectors, manual hose stations. and portab1e ~ire extinguishers.

The fuel loading (cable insulation) i~ each area is moderate.

The staff finds that thPre is reasonahle assurance that a fire in these areas would be promptly detected and extinguished. The moderate combustible loading in each area ensures that safety-related equipment in adjacent

NRR and P.eninn III fire protection e~gineers recently visited the site to walk

~nwn the fire protection modifications made by the licensee to comply with

~r.rPndix R and to review the above two areas where exemptions from Appenclix R had been requested.

Based on the licensee's analysis and the review of the areas at the site the staff concludes that the installation of fixed fire

  • Therefore, the requested exemptions should be 9ranted.

Accordingly, the Commission has determined that, pursuant to 10 CFR 50.12(a),

the requested exemptions are authorized by law and will not endanger life or property or the common defense ar.d sP.curity and are otherwise in the public interest. Therefore, the CofTllTlission hereby gran~s the following exemptions from the requirements of Ser.tion III.G.3 of Appendix R to 10 CFR Part 50:

Engineered Safeguards Room to the extent a fixed fire suppression system should be installerl in the area.

2.

Corridor hetween the Charging Pump Room and the IC Switchgear Room in the Reactor Building elevation 590'-0" to the extent a fixed fire suppression system should be installed in the area.

Pursuant ~o ~O CFR 51.32, the Commission had determined that the granting of these exemptions will have no significant impact on the enviror.ment (Ju~y 5, lq85, 50 FR 27708 ).

A copy of the Safety Evaluation dated Ju.1y 12, 1985, related to ":his action is available for public inspection at the Commission's Public Document Room, 1717 H Street, N. W., Washington, D. C. and at the local public document rnom located at the Van Zoeren Library, Hope College, Holland, Michigan 49428.
