NUREG-0737 ITEM II.K.3.30 SMALL BREAK LOCA MODELS, AND ITEM II.K.3.31 PLANT SPECIFIC ANALYSES David J VandeWalle Director of Nuclear Licensing Consumers Power Company letters dated December 19, 1980 and January 22, 1982 contained our commitment to support the activities of the Combustion Engineering Owners Group (CEOG) in their efforts to satisfy the requirements of TMI Action Plan, Item II.K.3.30 for CE designed plants.
The.following reports and letters were generated by the CEOG to address the requirements of NUREG-0737 item II.K.3.30:

on which to conclude the acceptability of the CE small break LOCA model (CEFLASH-4AS as described in CENPD-137P, "Calculative Methods for the CE Small Break LOCA Evaluation Model," August, 1974 (Proprietary)) in meeting the requirements of item II.K.3.30, pending completion of the forementioned post-test analysis.
In addition, it is our conclusion that no plant specific analysis of small break LOCAs is required in order to satisfy item II.K.3.31 for Palisades Plant.
This conclusion is based on the results of item II.K.3.30 and the conclusion of the reference small break LOCA analysis (CENPD-137-P) that small breaks are not limiting from the point of view of 10 CFR 50.46 and Appendix K compliance for the CE 2560 Mwt class of plants.
The applicability of this conclusion to current Palisades fuel designs is addressed in more detail in our letter dated August 21, 1978 and the NRC safety evaluation report for Palisades License Amendment No. 43.
