SUPPLEMENTAL RESPONSE TO GENERIC LETTER 83-28 ISSUE 3.1 AND ISSUE 4.1 Consumers Power Company letter dated February 19, 1985 entitled "Palisades Plant-Revised Plan And Schedule For Completion of Actions Required by Generic Letter 83-28" transmitted the plan and schedule for completion of the remaining open issues of Generic Letter 83-28.
Within that correspondence, commitments were made to address Issue 3.1 regarding Post-Maintenance Testing of reactor trip system components and Issue 4.1 regarding Reactor Trip System Reliability by June 1, 1985.
Item 1:
Issue 3.1 Post-Maintenance Testing (Reactor Trip System Components)
A review-Will be co~ducted to verify that adequate post maintenance testing is performed on all reactor trip system componetits ;- demonstrating that -the..
- equipment is capable of performing its safety function.
Vendor and engineering information will also be reviewed to verify that appropriate test guidance is included in test procedures.
A statement confirming the completion of these activities will be submitted by June 1, 1985.
Response
The identified actions have been completed for all Reactor Trip System components with the exception of the bistable trip units and auxiliary trip
- units.
Although testing is being performed on these components following maintenance, review by the vendor to confirm the adequacy of the testing is incomplete at this time.
Consumers Power Company will submit the results of this review within 60 days from the date of ths letter.
Recommendations resulting from the review will be appropriately implemented into the testing procedures as necessary.

Our response to 3.1.3 will also be provided within 60 days from the date of this letter following the review of the specific post-maintenance test requirements, if any, in our technical specifications. Item 2:
Issue 4.1 Reactor Trip System Reliability (Vendor Related Modifications)
A review of vendor information for reactor trip system components will be conducted to verify that any/all vendor recommended modifications have been implement~d~ A statement confirming the completion of this activity will be submitted by June 1, 1985.
