"IE FILE COPf Director Nuclear Reactor Regulation US Nuclear Regulatory Commission Washington, DC 20555 DOCKET 50-255 - LICENSE DPR PALISADES PLANT NUREG-737 Item II.K.3.5, AUTOMATIC TRIP OF REACTOR COOLANT PUMPS Consumers Power Company letter dated July 1, 1983, provided a program description and schedule for the Combustion Engineering Owner's Group (CEOG) program addressing, TMI Action Item II.K.3.5, "Automatic Trip of Reactor Coolant Pumps." This program description was submitted to fulfill the requirements of the NRC Generic Letter 83-lOB, "Resolution of TMI Action Item II.K.3.5," February 8, 1983.

The qms report (CEN-268, March 1984) entitled, "Justification of Trip Two/Leave Two Reactor Coolant Pump Strategy During Transients," was submitted for NRC review by letter from Rik W. Wells, Chairman of the CEOG to D. G.

Eisenhut dated February 28, 1984. This report provides justification for the trip two/leave two strategy adopted by the CEOG in its generic emergency procedure guidelines.

The NRC provided questions regarding CEN-268 by letter from J. R. Miller to R.

W. Wells dated May 3, 1984 and the CEOG responded to these questions by letter from R. W. Wells to J. R. Miller dated June 25, 1984. Additional NRC questions were sent to the CEOG by letter dated July 2, 1984. These questions were the subject of a meeting between the CEOG and the NRC staff on October 4, 1984 (reference meeting summary from E. D. Throm to B. W. Sheron dated October 29, 1984) at which time 33 of the questions were satisfactorily resolved. The remaining 26 questions are the subject of a Supplement 1 to CEN-268, "Response to NRC Request for Additional Information on CEN-268,"

November 1984. Supplement 1 was submitted for NRC review by letter from R. W. Wells to D. G. Eisenhut dated November 30, 1984.

Director, NRR 2 Palisades January 11, 1985 NUREG-0737 Certain of the questions, (specifically Questions 24 and 49) require plant specific responses. These questions will be addressed during implementation of the "trip two/leave two" strategy in the plant emergency operating procedures. This implementation will be occurring as part of the overall emergency procedure upgrade program in response to Supplement 1 to NUREG-0737 (currently scheduled for completion in February, 1986).
