PROPOSED TECHNICAL SPECIFICATION CHANGE REQUEST -

CONTROL ROOM HABITABILITY Attached are three (3) originals and thirty seven (37) conformed copies of a Request for Change to the Palisades Technical Specification.

The requested change responds to the staff guidance provided for NUREG-0737, Technical Specification items in Generic Letter 83-37 and our response to the Generic

Letter and TMI Action Plan for NUREG-0737, Item III.D.3.4 - Control Room Habitability Requirement (reference our submittals December 19, 1980; January 4, 1982; October 19, 1982; and February 8, 1984).

The NRC Safety Evaluation Report dated April 29, 1983 found our proposed control room habitability systems acceptable.

The modification was installed during our 1983/1984 refueling outage.

The attached technical specification change request complies with the applicable NRC guidelines within the constraints of the plant designs and construction.

Since our existing technical specification requirement for the Control Room Ventilation System applies to a system that was completely replaced during the refueling outage, Consumers Power Company will comply with the requirements specified by this proposed change upon our return to power operations.

Your expeditious review and approval of this change is, therefore, requested.

A check in the amount of $150.00 is enclosed as required by 10 CFR 170.21.

Consumers Power Company Docket 50-255 - License DPR Palisades Plant Request For Change to Technical Specifications For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20 Docket 50-255, issued to Consumers Power Company on October 16, 1972, for the Pali-sades Plant, be changed as described in Section I below.

Changes The following proposed changes to the Technical Specifications are the result of the Control Room/Technical Support Center HVAC System Modifi-cation Project, and the associated Auxiliary Building Addition.

Technical Specification sections which are affected by the proposed changes are as follows:

Section 3.8.1, Section 3.14, Section 4.2, Table 4.2.3, Section 3.22, Table 3.22.1, Section 3.22.3.1 and Section 3.22.4.1. Revised Technical Specifications pages are attached.

Proposed changes are shown by a vertical line in the right-hand margin, except for Sections 3.14 and 4.2, Table 4.2.3, which have been completely revised.

A description of each change is provided below.

Specification 3.8.1:

Add a new section "i" as follows:

"The Control Room Emergency Air Cleanup System shall be operable per the requirements of Technical Specification 3.14.

Specification 3.14:

Replace existing section 3.14 entirely.

The section has been completely revised to incorporate the operating requirements of the Control Room Emergency Air Cleanup System.

Specification 4.2, Table 4.2.3:

The entire table has been revised to incorporate/clarify the periodic surveillance requirements of the new Control Room Emergency Air Cleanup System.

Specification 3.22, Table 3.22.1:

New detectors have been added to Table 3.22.1 under items 2, 6, 7, 28, 29, 30 and 31.

The numbering for Table 3.22.1 has been revised accordingly to maintain consistency of detector listings.

Specification 3.22.3.1:

Item "a" has been clarified.

New items "h" and "i" have been added to address sprinkler systems in the North Cable Penetration Room and the Electrical Equipment Room.

Specification 3.22.4.1:

Outside Fire Hose Station #5 was added as item "j".

Previously existing items "j" and "k" have been given new alpha characters to maintain consistency of hose station listings.

The change in the alpha characters has also been reflected in items "l" and "2" of the "ACTION" section.

CONTROL ROOM HABITABILITY II. Discussion 2

The newly installed Control Room Emergency Air Cleanup System meets the requirements of NUREG-0737, Item III.D.3.4.

Each of the two redundant systems consists of one air handling unit which can supply air up to 16,500 CFM, one condensing unit to supply the required chilling capacity, and one HEPA/charcoal filter unit capable of supplying air to support the habitability requirements of the Control Room/TSC during an accident condition.

When a Containment High Pressure (CHP) or Containment High Radiation (CHR) signal is received, the control room system will automatically go to its emergency mode of operation which involves bringing outside air from a point 100 meters from containment.

The outside air is diverted

.through HEPA and charcoal filters before the air is admitted to the Control Room/TSC.

The system can also be placed on total recirculation, 0% outside supply air if required, to provide a habitable environment at all times.

Testing of the Control Room Emergency Air Cleanup System involves veri-fying proper actuation for the emergency operating mode, verifying system parameters and verifying HEPA and charcoal filter efficiencies and pressure drops.

The remaining changes in fire detection instrumentation, fire sprinkler systems and fire hose stations result from the physical additions to the Auxiliary Building which were completed to facilitate the Control Room Emergency Air Cleanup System.

Basis for Determination of No Significant Hazards Consideration We have reviewed the proposed change to replace the existing Control Room Ventilation System with two redundant Emergency Air Cleanup Systems in accordance with the requirements of NUREG-0737 and the. guidance of Generic Letter 83-37 in order to determine whether or not this change involves a significant hazards consideration.

In our review, we have used the guidance of certain examples (48 FR 14870).

One of the examples (ii) in this guidance is if a change constitutes an additional limitation, restriction, or control not presently included in the Technical Specifications, than that change can be considered not likely to involve significant hazards considerations.

Since this proposed change adds requirements mandated by NUREG-0737, we have determined that this change falls within the example and therefore the change does not involve a significant hazards consideration.

CONTROL ROOM HABITABILITY III. CONCLUSION The Palisades Plant Review Committee has reveiwed this Technical Specification Change Request and has determined that this change does not involve an unreviewed safety question and therefore involves no significant hazards consideration.

This change has also been reviewed under the cognizance of the Nuclear Safety Board.

A copy of this Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
