  • PALISADES PLANT - REQUEST FOR DELAY IN EQ REPLACEMENT SCHEDULE The Equipment Qualification Program (EQ) at the Palisades Plant was scheduled to permit installation of qualified equipment in both the 1983 and 1984 refueling outage.

This work was planned to be equally divided between both refueling outages.

During the 1983 refueling outage, Palisades was out of service for a period of eleven (11) months for refueling and steam generator tube repair.

When Consumers Power Company became aware of the extension to t:;*

this outage we installed every piece of EQ related equipment we had available at that time.

That effort resulted in leaving only the following pieces of qualified equipment to be installed:

Our commitment to comply with 10 CFR 50.49 by having iristallation of all remaining EEQ equipment compl~ted by March 31, 1985 is predicated on the procurement lead time and qualification programs associated with above listed equipment.

The RTDs are being designed ~o satisfy the requirements of IEEE-323 -1983 and IEEE-344-1975 and manufactured in accorance with the requirements of 10 CFR 50 Appendix B.

Arrival of the RTDs is currently scheduled for February 1985 at which time three (3) unit sample lots will be placed immediately into an equipment qualification program of 36 weeks which in turn will demonstrate the ability of these RTDs to satisfy the requirements of IEEE-323-1983 and IEEE-344-1975.

Director, NRR Palisades Plant REQUEST FOR DELAY IN EQ REPLACEMENT SCHEDULE October 5, 1984 mentioned equipment will require a minimum of a 90 day outage. At the present

.time Palisades is replacing primary coolant pump seals and an impeller assembly.. We expect to return to service by the middle of November 1984.

From our operating perspective, this relates to having less than 50% of the present core depleted by March 31, 1985.

2 Relative to the schedular requirements for implementing EQ modifications 10CFR50.49g states:

.**** "This schedule must establish a goal of final environmental qualification of the electric equipment within the scope of.this section by the end of the second refueling outage after March :31, 1982 or by

.March 31, 1985, whichever is earlier.

React~r Regulation may grant requests for extension from this deadline to a date no later than November 30, 1985 for specific pieces of equipment if these requests are filed on a timely basis and demonstrate good cause for the extension such as procurement lead time, test complications and *installation problems."

Therefore Consumers 'Power Company is requesting an extension from March 31, 1985 to at the latest, November 30, 1985 for installation of the.listed pieces of equipment for the following reasons:

1)

Consumers Power Company has made a "good faith" effort to replace all the equipmep.t required by the EQ.program as soon as reasonably possible.

This commitment was indicated by our effort during the extended 1983 refueling outage.

2)

The present JCOs for the equipment being replaced have been reviewed and found to be acceptable *until replacement

3)

The present core in.the Palisades Plant will be less thari 50% depleted by March 31, 1985 making it economically advantageous to continue operation until November 1985.

.4) *A three month outage during the summer months significantly reduces our power distribution capabilities during a period which p.ormally requires peak demand.

It is our intention. to start the required EQ modifications no later than November 30,_ 1985.

These modifications could take place earlier if the condition of a planned or unplanned outage of sufficient duration happens.

REQUEST FOR DELAY IN EQ REPLACEMENT SCHEDULE October 5, 1984 Your prompt review and response to this schedule delay is requested.

Since a

  • minimum of three months lead time is necessary to prepare and schedule the related outage activities, your approval is requested by December 15, 1984.

Accordingly, we request this submittal be noticed as soon as possible to allow for the 30 day notice period before approval can be granted.
