1983 ANNUAL ENVIRONMENTAL OPERATING REPORT Appendix B to Provisional Operating License No DPR-20 for the Palisades Plant dated January 22, 1981 requires Consumers Power Company to submit annually before May 1 the Environmental Operating Report.
The extended refueling and Steam Generator Inspection outage at Palisades limited the availability of the cognizant people on this report and has resulted in a delay in submittal.
The atta.ched report covering the period January 1 to December 31, 1983 fulfills the referenced. reporting requirements.

1983 ANNUAL ENVIRONMENTAL OPERATING REPORT PALISADES PLANT 1
1.0 BACKGROUND
Appendix B to Provisional Operating License No DPR-20 for the Palisades Plant, Consumers Power Company, is entitled "Environmental Protection Plan (Non-Radiological)". This document requires Consumers Power Company to submit to the Nuclear Regulatory Connnission an Annual Environmental Operating Report which describes implementation for the Environmental Protection Plan.
The period covered by this third annual report is January 1 to December 31, 1983.
During this reporting period, the Palisades Plant generated a total of 3,980,520 MWh gross of electrical energy with a capacity factor of 57.3%.
The plant shut down for refueling i~ August, and did not operate for the balance of the year.
2.0 ENVIRONMENTAL PROTECTION ACTIVITIES 2.1 METEOROLOGICAL MONITORING A cooling tower drift study was completed in 1978 and submitted to NRC.
That study showed that cooling tower effects on the environment were very localized, and that overall environmental impact is negligible.
No further work.was done during 1983 on.this topic.
2.2 HERBICIDE APPLICATION No herbicides were applied' to power.line right-of-way at the Palisades:
site in 1983.
- 2.4 ENVIRONMENTAL.PROTECTION PLAN INFORMATION A submission was made.to-NRG on.February 8, 1984 9 -of informatio*n_reques.t-ed by NRC relative to Consumers. PQwei. Co~pany's application for a full term operating license for**the Palisades *Plant.
This information included:
- a.
Documents relating to applkation for a _renewed NPDES permit.
- b.
Documents relating to the Palisades Thermal Plume Study.
- c.
Documents relating to cooling water modifications based on increased heat rejection to the lake.
- d.
Aerial photographs showing cooling tower drift impact, and also photos of plant modifications having potential_ environmental impact.

Since these submissions were made to NRC in February, these matters are not further discussed in this document.
3.0 NPDES COMPLIANCE EVALUATION INSPECTION 2
A formal NPDES Compliance Evaluation Inspection was not conducted during 1983 by the Michigan Department of Natural Resources.
The MDNR chose instead to conduct was was termed a "Facility Inspection", mainly for the purpose of familiarizing new staff members with the Palisades Plant.
No new compliance problems were identified as a result of this visit.
4.0 SPILL PLAN The Palisades Plant did a major revision of the PIPP/SPCC Spill Plan during 1983.
The new plan was signed off by the cognizant engineer on August 22, 1983, and submitted to MDNR for approval on October 7, 1983.
Formal approval has not yet been received from MDNR but the plan is officially in use as of August 22, 1983.
5.0 NPDES PERMIT RELATED NON-COMPLIANCES Appendix B to Provisional Pperating License Number DPR-20 for the Pali-sades Plant requires that the Annual Environmental Operating Rep'ort should include a list of Environmental Protection Plan (EPP) non-compliances and corresponding corrective actions.
During 1983 there were five instances when the permitted value for oil and grease was exceeded to a very small extent.
Also during 1983 there*
was one instance of exceeding the total residual chlorine limit, and two instances of exceeding the pH limit._ There were also two failures during 1983 to take required environmental monitoring samples.
All 1983-non-compliances are listed _:i..n Table. 1.
During 1983 the overall* impact of.
Palisades Plant operations on the environment was negligible.
There were no potentially significant µnreviewed environmental issues which took place during the year.
The total, number of non-compliances for 1983 was.
down by 50% compared to 1982.
