CONTAINMENT PURGE AND VENTILATION SYSTEMS Attached are three (3) originals and thirty-seven (37) conformed copies of a request for a change to the Palisades Technical Specifications.
The requested change will limit the use of the Containment Purge and Ventilation Systems to the COLD SHUTDOWN condition.
A check in the amount of $150.00 is enclosed as required by 10 CFR 170.21.

DOCKET 50-255 - LICENSE DPR PALISADES PLANT REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on Octob~r 16, 1972, for the Palisad.es Plant be changed as described in Section I below:
I. CHANGE(s)
A.
Add the following sub-section to section 3.6:
"3.6.5 BASIS Containment Purge and Ventilation Systems
- a. The containment purge and ventilation isolation valves shall be electrically locked closed whenever the reactor is in a HOT SHUTDOWN, HOT STANDBY, or POWER OPERATION condition.
- b. With one containment purge or one ventilation valve open, close the open valve within one hour or be in at least HOT STANDBY within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in COLD SHUTDOWN within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.
The containment purge and ventilation isolation valves are required to be closed during normal plant operations, conditions other than COLD SHUTDOWN, until it can be demonstrated that the valves meet the guidelines of Standard Review Plan 6.2.4 and Branch Technical Position CSB 6-4.
To ensure that the valves are closed and that the seals have not degraded, a between the valves leak rate test will be performed.
Maintaining these valves closed during plant operations ensures that excessive quantities of radioactive materials will not be released via the containment purge or ventilation system."
B.
Add Item 14 to Table 4.2.2 to read as follows:
"14.
Containment Purge and Ventilation Isolation Valves The Containment Purge and Ventilation Isolation Valves shall be determined closed:
- a. At least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> by checking the valve position indicator in the control room.
- b. At least once every 6 months by performing a leak rate test between the valves.

The items shown in brackets indicate previously proposed changes that have been submitted ~ut not approved as of yet.

II. DISCUSSION The Technical Specification change proposed above will limit the use of the containment purge and ventilation systems to the COLD SHUTDOWN condition.
III. CONCLUSION The Palisades Plant Review Committee has reviewed this Technical Specification Change Request and has determined that this change does not involve an unreviewed safety question and therefore involves no significant hazards consideration.
This change has also been reviewed under the cognizance of the Nuclear Safety Board.
A copy of this Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
