INADEQUATE CORE COOLING INSTRUMENTATION SYSTEM Consumers Power Company letter dated January 30, 1984 provided interim information on our continuing efforts toward installation of an Inadequate Core Cooling Instrumentation (ICCI) system for the Palisades Plant.
As a followup to that letter, this submittal provides a final description of our modification plans and schedule.
For the vessel level portion of ICCI, Consumers Power Company has elected to install system utilizing Radcal Gamma Thermometer (RGT) probes supplied by Technology for Energy Corporation (TEC).
The RGT probe design and its use in the Paliades' reactor will be quite similar to the above-core application proposed for Ark~nsas Nuclear One (ANO) which has previously been reviewed by the NRC.
Mock-up tests recently completed at TEC have proven the ability to insert these probes into existing incore instrument guide tubes at Palisades.
Preliminary results from the ORNL confirmatory and qualification testing program for ANO are positive.
When final, these results will be utilized to verify probe acceptability under our purchase agreement for Palisades.
The attachme~t to this letter contains an updated response to NRC Generic Letter 82-28, reflecting our final choice of the Radcal probe application for vessel water level indication.
Previously supplied information on subcooled margin monitor and core exit thermocouple upgrading has been repeated to provide a complete package for your review. NRC letter dated December 14, 1983 contained an evaluation of our original submittals and requested further information.
Our response of January 30, 1984 is still valid with the following exceptions:

Item No 7 asked for error analysis of the d/p level system we originally proposed.
With the system we now propose, an error analysis will be provided as part of the ORNL test results package.

Item No 8 related to the hydraulic application of a d/p system for Palisades and is no longer applicable

Under the schedule provided for Item No 10, approval of technical guidelines for ICCI is expected by November 1984.
Our schedule shows completion of the ICCI installation at Palisades during the next refueling outage, now expected to start in late 1985.
We will need your concurrence with this modification concept by August 1984 to proceed with equipment purchase that will meet that schedule.
