PALISADES PLANT - REVIEW AND UPGRADING EMERGENCY OPERATING PROCEDURES FOR -
SEP TOPICS III-2 SECTION 4.6.1, III-4.A SECTION 4.8.1, V-10.B SECTION 4.16.2 AND VII-3 4.24.1 (NUREG-0820, OCTOBER 1982)
Section 4.6.1 of SEP Topic III-2, "Wind and Tornado Loading," requested Consumers Power Company to review and upgrade, a necessary, plant procedures to achieve safe shutdown using alternate sources of water for primary and secondary makeup in the event that the preferred sources were not available.
Section 4.8.1 of SEP Topic III-4.A, "Tornado Missiles," Section 4.16.2 of SEP Topic V-10.B, "Use of Safety Grade Systems for Safe Shutdown," and Section 4.24.1 of SEP Topic VII-3, "Removing of Nonessential Loads as an Alternative to GDC 17," also "deal with the review and upgrading of the plant emergency operating procedures.
These items were previously committed to be completed by the end of the 1983 Refueling Outage.
This completion date was chosen to be consistent with our schedule for completing the comprehensive emergency procedure upgrade program required by TMI Action Plan Item I.C.l, which at the time was the first refueling outage after June 1982.
This schedule has been revised as discussed below, and consequently our schedule for completing the procedure work identified in NUREG-0820 is hereby revised to be consistent with our TMI Action Plan Item I.C.l commitment.
The plant emergency operating procedures mentioned above are currently being upgraded in conjunction with TMI Action Plan Item I.C.l, "Guidance for the Evaluation and Development of Procedures for Transients and Accidents,"
Supplement 1 to NUREG-0737, "Requirements for Emergency Response Capability,"
and Consumers Power Company has participated in the Combustion Engineering Owners' Group, "Emergency Procedures Guideline Program."
NRC letter, dated February 8, 1983, to the Combustion Engineering Owners' Group provided prelimi-nary acceptance of CEN-125, "Generic Technical Guidelines for the Preparation of Emergency Operating Procedures." This letter also directed the utilities involved to proceed with the development of plant specific technical guide-lines.
Consumers Power Company has initiated work on the preparation of an emergency procedures writers guide and plant specific technical guidelines to OC0584-0001-NL02

be used in upgrading existing plant emergency procedures.
This work is scheduled to be completed in December 1985, however, it is subject to negotia-tions between the NRC and Consumers Power Company which are currently underway (Consumers Power Company letter dated April 2, 1983) to resolve certain differences in the planned work scope.
