OF APRIL 9 AND 10, 1984 MEETINGS

On April 9 and 10, 1984, the staff met with representatives of Consumers Power Company in Bethesda, Maryland.

The purpose of the meetings was to discusi the licensee's technical evaluation of the inspection of the Palisades steam generators.

The attendees at the meetings are listed on Enclosures 1 and 2.

On April 9, 1984, the licensee discussed the qualification of the eddy current technique (ECT) and the results of the eddy current inspection of the steam generator tubes.

Copies of the handouts are shown in Enclosure 3.

The licensee concluded that (1) the error of the ECT is +/-6%, (2) the thresh-hold of intergranular attack (IGA) quantification is about 303; the limit of_ detectability i.e. about 20%, (3) the volumetric IGA was initiated prior to 1978 and has had essentially a zero growth rate since 1978, and (4) the 4C4F probe technique detected a significant number of previously unidentified cracks in the 90° bends.

On April 10, 1984 the licensee discussed the technical evaluation of the steam generator tube inspection and plans for future operation.

The agenda and handouts are shown in Enclosure 4.

Based on the results of the steam generator tube evaluation, the licensee plans to plug all tubes with cracks and IGA defects of 51% through wall or greater maximum average depth as measured by the 4C4F probe.

Consumers Poil-Jer Company plans to withdraw the technical specification change request of March 16, 1984 for operation with 503 plugged tubes.

The licensee proposed that the next ET inspection be performed during the 1985 refueling outage.
