A routine examination of the steam generator tubes with a new "pancake" -
style eddy current testing (ET) probe identified a substantial number of indications of possible cracks and areas of possible intergranular attack (IGA).
A Steam Generator Task Force was formed on October 3, 1983 to; investigate the extent and nature of the apparent steam generator defects, determine how to repair the steam generators and operate the plant in the future such that all regulatory and safety criteria are met, and obtain a sufficient understanding of the corrosion phenomena to support decision making regarding a future steam generator operating strategy.
Consumers Power Company met with the NRC in Bethesda, Maryland on October 25, 1983, December 7, 1983, February 21, 1984 and April 10, 1984 to discuss the status of our steam generator evaluation efforts and repair plans.
A similar meeting is planned with NRC Region III in Glen Ellyn, Illinois on May 1, 1984.
The enclosed report, entitled "1983/1984 Steam Generator Evaluation and Repair Program Report," is being submitted as committed in the April 10, 1984 meet-ing.
It contains a detailed summary of the evaluations and analyses perform-ed, and Consumers Power Company plans to repair the steam generators and return the plant to s.ervice.
Based on Fhe current outage schedule the steam generator plugging will commence on or about April 23, 1984 and the plant is scheduled for heatup (off shutdown cooling) on June 6, 1984.
Timely NRC Staff review of the matter is requested in order to support the above schedule.
No specific licensing action on the part of the NRC is considered necessary in order to return the plant service as the repairs have been tentatively 8404240009 840419 PDR ADOCK 05000255 P

Palisades Plant 1983/1984 STEAM GENERATOR EVALUATION AND REPAIR REPORT April 19, 1984 determined to involve no unreviewed safety question in accordance with 10 CFR 50.59.
Plant Review Committee and Nuclear Safety Board review of the steam generator evaluation will be completed by April 27, 1984 at which time a final determination of unreviewed safety question will be available for NRC inspection.
