  • PALISADES PLANT - WITHDRAWAL OF MARCH 16,. 1984 TECH~ICAL SPECIFICATION CHANGE REQUEST Consumers Power Company submitted a Technical Specification Change Request March 16, 1984 entitled "Revised Accident and Transient Analyses Due to Steam Generator Tube Plugging".

Based on our continued work regarding the examina-tion of the Palisades Steam Generator Tubes and evaluation of these results, we no longer require the referenced Technical Specification Change Request for operation of our Palisades Plant and hereby request its withdrawal from NRC review.

Consumers Power Company will be submitting a new LOCA analysis for NRC approval as required by Amendment 31 to the Palisades Operating License which states:

"The Licensee's LOCA analysis assumed that an additional 500 steam generator tubes were plugged beyond the present conditions.

The analysis therefore provides considerable conservatism with regard to primary coolant flow and present steam generator conditions and also allows for additional plugging should it become necessary.

If any future plugging results in an additional 500 plugged tubes, the LOCA analysis would be resubmitted for our approval prior to resumption of operation."

Since the issuance of Amendment 31 on November 1, 1977 until the present 1983 refueling outage, the limit of an additional 500 tubes being plugged had not been reached.

However, with the addition of the tubes to be plugged this outage, the LOCA analysis has to be resubmitted.

The submittal of this analysis, which assumes a total of 5000 (29%) tubes plugged and shows that license limits are still met, is planned for April 23, 1984.
